Add users to various groups depending on how they are banned or if they are rejected/disabled

The "Add User Group on Ban" setting is copied into the new ban group settings on installation.

Options

• Add User Group on Ban (spam clean)
• Add User Group on Ban (Permaban)
• Add user group on reject
• Add a user group to disable
