Why do all the iron golems run to the hills? And no villager goes up there.

There's a huge village, but they all concentrate on that hill that has nothing to protect? Do they just like climbing? And another question, no villager ever goes to my tower where I put the cartography block, how do I get them to go? Is it too fa away from the village?
