User criteria is missing when creating webhook

Steps to reproduce

1. Go to Admin > Setup > Webhooks
2. Click Add webhook
3. Open section Users

Expected Result
Standard user criteria (as can be used in various other places / systems like notices, usergroup promotions, etc.) is available to select for which users the webhook should be triggered

Actual Result
No citeria is offered at all
