Upgrades page like NF?

How can I create a page almost like NF in the upgrades area. Is this custom coding or a addon? It would be amazing if you guys could tell me.,

Our upgrades system utilized an addon built in-house. It is custom, and you can't find anything like it online.
If it was something I could explain in a simple post, I'd gladly do it.
