Minecraft first and foremost is a sandbox. Most of the changes i've seen as concepts would effectively make the game more tedious and feel like a Chore for at least part of the playerbase.
E.G. making the enderpearl craft more annoying won't fix the exploration issues it will just force someone that really cares only about getting elytra for doing megabuilds into spending a lot of time doing something he doesn't really care about to get the kinda necessary item.
If you want to make the exploration worth there should be more trophy-like items as an incentive with some reworks (like making the elder guardian an actual fight rather than just swimming at the fish and hitting it or making the two temples include actual dungeons) or additions to effectively add non-necessary boss fights (E.G. The Hovering Inferno) to effectively make exploration more fun for who likes doing it but not making it a chore for others who wants to build.
If you want slow progression trough exploring and doing chores just play Better Than Wolves or Terrafirmagreg. They turn the game into that
