Photoshop work that's inexpensive?

I wanted to stop by and ask if anyone happens to know a photoshop artist that is somewhat inexpensive. I need the background image for my forum altered. I need some of the sketches removed, but keep the same color scheme, and add some different sketches. As you can see, the pattern repeats. I'd like to get some buildings on the sides, and the bottom of the Forums list. Instead of just a repeating pattern. My upwork person decided they needed at least double what the original artist charged...
