Per World Plugins [1.8 - 1.19] - Easily configure chat and disable plugins for each world

HPWP now has a configuration GUI you can access using /pwp gui as of v1.2.0
HPWP now has chat tunnels you can now configure how worlds can chat with other worlds. Available as of v1.3.0
