QoL Changes

Changed:
- Unbanning a player who isn't banned now says so.
- Areas used for KotH can't be deleted.
- The land and nation create menus remember the name you typed.
- Two unused permissions were removed: lands.admin.land_delete and lands.admin.land_setowner.
- The selection tool no longer blocks dropping items, your inventory or chat. Dropping the tool sets a corner where you stand.
- Blacklisted commands are also blocked when typed with a plugin prefix, like /essentials:sethome.

Levels System

- Improved: Land and nation levels were reworked. Lands and nations now level up with a button in the level menu once all requirements of the next level are met, and pay the level's cost from their bank once. Nations pay from the bank of their capital. Levels are never lost anymore.
Your levels.yml is converted on the first start, and the old file is saved as levels.yml.pre-9.0. Requirements to hold money in the bank become the level's cost. Rewards of all reached levels now add up, so each...

New Expiration Features

- Improved: Land expiration was reworked a lot, based on feedback from servers.
