Hiding users' info from guests and visitors

I'd like to hide the banner (which pops up when hover on an avatar) from guests and/or visitors. I think this is community's info which is no "stragers"'s business.

I thought I could get it by setting to "No" these two options





but it doesn't work.
Should it, or this is for a different purpose?
