Force change of TOS approval without sending emails

Hi,

XF 2.2.15

I have old users in one of my forums. I want to change the TOS and the privacy text for that forum. I want to force the old users to accept the new TOS and new privacy text, before they can login successfully.

But I do not want to send them emails for this. How can I do this in XF without sending emails?
