Can we handle the length of double-byte characters differently than that of English characters?

憨嚇狗咖啡奇喵薄波魚踩銅 and DreamCatcher are both counted as 12 characters. But the physically length varies greatly.

It causes problem when we try to set the max length for username, title, and even message content, etc.

Is there a way to handle double-byte characters differently?
