Admins and users "You do not have permission to view this page or perform this action."

I have edited the Permissions for the users, admins, etc. and the post thread is YES.

after that when I try to post a thread as admin or user it gives me this:

You do not have permission to view this page or perform this action.

as I can see it's Forrbidden but why? I have no idea.
