Add an option to enable / disable featured content

Right now, it is not really possible to fully disable featured content:

We can easily disable the widget and remove the navigation menu entry but without modifying several templates (like whats_new_wrapper) it is not really possible to remove all traces of featured content.

If there is no featured content (because the feature is not being used) this may confuse users causing support workload, it might therefore be nice to have a simple switch to disable featured content.
