Fixed problem with CYCLE timer not working properly
in old configuration field for timer was called "RotateTime" but now it got renamed just to "Time" so it corresponds to one in TIMESTAMP type of timer so there is no confusion

Fixed problem with /BeastTokensAdmin reload not reloading extensions properly

Added new formats for rotating shop timers

Shop Manager limits command was not working properly now it is fixed
