Hi, i bought the Power Pack ( 24 downloads ) but it doesn't let me download more than my 3 daily ones that I've already used

i bought the pack of 6 downloads except I cant use them for some reason?, i found the other day that i need to wait until i get my daily downloads back until the pack works, is this intentional and if not can i get my downloads?
