Postal / Zip code proximity search

I'm looking to create an addon that takes a 5 digit (whole number) US postal code (zipcode) and returns entries that are within X miles or km from a record entry. So when a user wants to search one of my addon directories, it can work either of two ways: (1) records are returned within order of the proximity they are to a zipcode; or (2) a more complicated entry where the user has a dropdown in the search that will provide 1, 5, 10 and 25 mile/km search results.
