Paper (?) icon next to someone's username

Hi, does anyone know what this icon is next to one of my members' usernames? When I inspect it it says it's a name change icon, but all other members who have changed their names have the clickable clock icon. This one can't be clicked, and isn't visible when I'm logged out.
