Notices for blank custom user field

I have a custom user field criteria set up called Vessel Details. When I migrated from vB 4.x that field was placed in the About field. I want to create a notice that asks users, where that custom field is blank, to go to their account and add their details. I set up the notice using the attached but the notice doesn't display. So I am assuming this isn't possible OR I have done something wrong when setting up the notice?
