KB size limits are decimal or binary?

When looking at ACP options and setting limits for KB upload sizes, are these in decimal or binary?
For example, if I want to set /admin.php?options/groups/attachments/#allowVideoUploads to 50 MB, with entry being in KB, this would either be 50000 KB (in decimal) or 51200 KB (in binary). Which is the appropriate?
