Stews are hardly the most OP foods out there, and the guaranteed inventory clutter makes it so most people never even bother with them. So what is the single stack limit supposed to balance anyway? All the hunger-restoring stews (beetroot, mushroom and rabbit) already have quite difficult crafting recipes to balance them out anyway, and it's still not like they'd be able to compete with pork or steak in terms of saturation v hunger points. The only reason I could think of for why this is still a thing is possibly because mooshrooms give you an infinite amount of mushroom stew, effectively giving you a cheap infinite food source about as good as cooked chicken. Even then, though, mooshrooms are rare in the first place, and they could just limit the amount you can get from them to 1 a day, similar to the cooldown after you breed 2 mobs. This screams to me as being yet another corner of features Mojang has simply forgotten about with the passage of time.
