Is my friend hacking?

I was fighting with my friend underwater and he's somehow swimming faster than me. I had the same enchantments as him so I don't know how he's doing it. I tried to ask him how he's doing it and he told me this: "look down a little, hold jump, move forward, sprint" I tried to do it but it doesn't work I also tried to find any Youtube videos on that trick because he said he found it on YT but I can't find any. you can see it in the video around 0:25 hes like boosting himself somehow.
