Is it possible to replace a thread with a link

Use case: I have threads that I keep updated with rules or other information. Instead of having copies or an embedded link inside of another thread/post, I feel it would be useful to be able to have a thread/post that itself serves as the link to the content (either internal forum link or external in some cases).

If this would require a mod, does anyone know of one?
