Is it possible in Xenforo? How I can create 'News block' with several articles on home page? Addon or widget?

Hi guys!
I need to add to my Xenforo forum simple functionality - block with several articles inside.
Each item should have image, title and custom link with URL.
I need to handle add/delete/sort article from AdminCP.
Is it possible to do with a custom widget?
Or I need to use AMS/Porta for this?
