Can't add navigation to page side

I can't create navigation for pages. I'm trying to create a new homepage and a page for the shoutbox in 2.3. I used the following instructions: https://xenforo.com/community/resources/page-as-portal-homepage.5663/ One problem is that I can't select Home in the navigation section.

I cannot change the navigation id or delete the portal element. Where am I making the mistake?
