Cannot navigate after upgrade to Beta7

I have successfully upgraded from 2.2.15 on our test server to 2.3 beta7. However, whilst I can fully navigate the ACP and can access the site homepage, I cannot navigate away from the home page. All links say "The requested URL was not found on this server."
