Add a commenting system to Resource manager

IMHO using threads to discuss resources is not optimal. The current method entails:

1. Upon creation of Resource entries it creates empty threads. Google dislikes such empty content.
2. For resource updates and reviews a placeholder post is added to the thread.
3. When the resource is deleted, it leaves a thread without its master content.

It would be much better to have a commenting system for the Resource manager. This way webmasters can use what they like best.
