5x3x1 Water Source counts as open water? 😭

I am making a fishing spot at my enderman farm and noticed the 5x3x1 water pool I made allowed me to catch treasure even though it’s specified you need a 5x4x5 water pool to be considered open water, does anyone know why this happened?
