Reworked Citizens, Optimized for PaperSpigot, and more

Ive fixed the download link - large server setups such as these are uploaded via external host - open the .TXT file in the zip to download the server setup!

- Completely redid Citizens from scratch. Fixed a bunch of issues relating to Citizens.
- Optimized setup for PaperSpigot. Should fix a lot of lag and be a better experience in general.
- Fixed issue with chatformat where there would be double space if you did not have a tag.
